Taking a room with floor panel heating system in Beijing as an object, analyses the effects of the panel surface temperature, mean radiant temperature and indoor air temperature on human thermal comfort by establishing thermal balance equations of human body and heating room respectively. The results show that when other parameters remain constant, the comfortable indoor air temperature is 17.4℃ to 20.9℃ for a sedentary person with an indoor clothing habit of 1.2clo to 1.5clo in winter, corresponding to a panel surface mean temperature of 21.4℃ to 25.3℃, and that overhigh panel surface temperature both wastes energy and decreases human thermal comfort.
